The black stuff is potting compound, it's like an epoxy. That particular version is meant for through-hole soldering to a PCB, hence the four pins sticking up (down) at the corners. If you want to add your own heatsink, or if you aren't planning to use it attached to a PCB, start with the bare version: http://www.ebay.com/itm/370884960806 or pick one of the 800 similar but slightly different boards that do the same thing (search that seller's store for 'converter').
Thanks and I wish I could’ve picked one up that already had everything in it. It’s for this board though
I’m mostly looking to attach a heatsink to the backside of the board. Also seen these heatsinks which look like just the thing, though I doubt that the thermal pads are any good.
