I bought a ceap 18650 usb flash light powerbank from aliexpress for a school project. but I have one simple problem.I only want low and high mode and don’t want that blinky (SOS) mode. is there a way to bypass this mode ?

I doubt anything can be done with that driver/electronic. Modes are usually managed by MCU but you don’t have mcu here so it must be fet then and in that case I think only replacing the fet would do what you would like. Maybe you could add additional driver just for leds and use old one for battery recharging functionality!
