Help me identify this weird looking set of pliers...

So my son found these laying on the road and generousnessly gave them to me for my birthday. (Probably because they didn’t cost him anything!)

I am perplexed by the odd shape of the jaws. Any idea if they serve a specific purpose?

I live in a rural area with lots of farm traffic as harvest is in fully swing. I assume they fell off a farmer’s vehicle or equipment but have no way to know. One side of the jaws has the word “INLAND”

I’ve never seen those neither but found this:

apparently they’re for breaking glass along scored lines. I used to sweep up in a glass shop in elementary but never
looked at their tools.

I think they are Grozing pliers.
