How do I test my batteries?

I know this is a basic question, but I have to ask:
How do I test my batteries and what would I need to do it? I just got my first rechargeable 18650 TF flames and a charger and now I need to know if they are any good or are they going to go KABOOM!

OK, I think there is one of these in my fathers old electrical “tool kit”. If there is then what? I mean to which number do I turn the knob? I have NO idea what all those markings mean!

set it to read DC Volts, probably DC V on the meter dial.

Touch the tip of the red probe to the + battery terminal, the black one to the - terminal.

Ideally, a 18650 should not be charged more than 4.2 V (Volts) and not less than 3. Some prefer not less than 3.5

With Li Ion batteries, its better to top them up frequently rather than run them flat.

Test your batteries often till you get a feel for how long you can run them

There are two types of test, the basic voltmeter test and the full battery capacity test.

The first requeres a DMM and checking the battery before and after each charge.

The other requires a hobby charger, then you can charge and discharge while measuring volt and mAh.

Sorry about the short answer, but using a tablet in a mall is not ideal.
