I ordered 100pcs 3030 LED with 3SDCM bin in the same reel, Do they all have the same Vf or the same color?

We have no idea what LED model you are talking about. More info, such as maker and model of the LEDs? More info about what you ordered and a datasheet would be nice too.

I see. Hard to say, the datasheet has different voltage bins (6.2-6.4 and 6.4-6.6). But 3SDCM should be pretty tight color tolerance in theory

Any particular reel has the bin info on it, and all LEDs on the reel are supposed to meet those specs. All LEDS on the reel will have the same voltage bin, color bin, etc.
I have never inquired to an LED manufacturer as to whether or not every single LED is individually tested and binned, but have always presumed that they are, same as with computer CPUs.
Literally from the same reel? They’d damned well better have all the same exact spex, else commercial users who rely on that would be mighty pist.

Depends what you mean by the same voltage and same colour, “binning” is done as there are minor variations bettween each LED. Whether these variations are noticeable, is entirely different matter.
For all LEDs on a reel, they’ll be in the same bin, and I’d assume they are close enough “the same” for your needs… Speaking of which, what’s your plan to do with 100 of these things? 
make a high cri floodlight/high bay lighting. i will just desolder these and replace them with Sunlike. I need the LEDs that I ordered to have at least the same forward voltage since the PCB is series-parallel connected
