I received this circuit board replacement for a Skilhunt H04 headlamp. What’s the white stuff on it? This part just looks like junk?
That looks like a “conformal coating” meant to protect the components by providing some degree of water and shock protection. Nothing wrong.

You need to rotate the image 90 degrees.
Your driver looks good to me.
The “glue” helps keep bulky components like the big-ass inductor in-place. Not as good as potted, but definitely helps nail things down.
