This Rodee AD-108 charger is what I have been using for years for occasional charging duties for my 18650 cells. I only need to charge a couple cells a couple times a year.

I left 2 cells in it overnight expecting they would be finished this morning, easily charging for 10 hours, but still had that red charging light showing this morning. I hooked it up to my Kill-A-Watt meter and see it is only pulling 0.07 amps. I swapped out the cells with a couple others and still the charger is only pulling out 0.07 amps from the wall.
Is it charging? I would expect it to pull more. My unit doesn’t have any specification printed on it to check.

Seams to be a slow charger, from what I read.
I’d check voltage of cell, then again after some time. See if there charging.

Sounds croaked, and not too hot to start with. You can get a decent Lii-202or 402 for a pittance at Bangood or Gearbest which would be a significant improvement, or you can go completely crazy, spend $20 and get an excellent analyzing charger. See HJK reviews. Table of tested chargers, comments?
