I think you are right in the idea that this charger is, and probably will be, a work in progress. If that switch is located close to the edge, I will consider using the Dremel and make a small cut out to access it. I am guessing it will be a small dip switch.

It is close to the edge, but not a dip switch and it is mounted the wrong way.
