I'm surprised they made this public, unless there was already a leak
I wonder how effective this thing is against hardened electronics.
That article is from October of last year. That’s a game changer for sure, although I thought they had that tech a while ago. Depending on the range, you could win a war before it even started. Armed forces would be completely useless without electronics.
I know not with what weapons World War III will be fought, but World War IV will be fought with sticks and stones.

We've had EMP's for a long time because they are essentially nukes detonated at high altitude. This seems to be a low altitude device that presumably is capable of targeting small areas, and without the stigma of nuclear weaponry. At least I hope that's what it is.
According to wikipedia, the demonstration was led by where I used to work.
This appears to be a cruise missile version of http://en.wikipedia.org/wiki/Electromagnetic_weapon
I wonder how the keep the scorpion from stinging itself?
I wonder how good a faraday cage our flashlights make?

Sounds about right. Sniper rifle vs. a shotgun.
I think this will most likely be directed at civilians since military have hardened electronics.
