I hear Nitecore NL166 CR123A 3.7V LI-ION rechargable cells are pretty decent and out of all the online reviews I’ve seen, they seem to average slightly over their stated capacity. I have one on my way For a charger I recommend a XTAR WP2 II charger or XTAR MP1. XTAR products are very well know to be very solid build quality and charges probably. I have a WP2 II myself and it’s the best li-ion charger i’ve owned so far. It can even charge any USB device off a 18650 cell in one of it’s channels. I use it to charge my iPhone 3GS sometimes.

If you are looking for a charger for RCR123(16340) the Xtar MP2 is the one you’re looking for. The lowest charging rate for the WP2 II and MP1 is 500mA which is a little high for these smaller capacity cells. The MP2 has a charging rate of 250mA and can be set for 3.2 or 3.7 volts which give it the added feature of handling LiFePo4 cells. It can also charge from a wall socket or a USB port.
My preference in the RCR123/16340 department is AW.
I have a nitecore16340, it has 650mAh until protection kicks in.
I recommend to tape a string of kapton over the shrink, on the positiv metal piece for the PCB. just to get sure that there could happen nothing, as the shrink wrap change the color a bit to white on the edge.
I’ve got 4 new solarforce rcr123a v2 for sale, they are a bit on the larger size because of the protection, they are great batteries though.
