I found 1-mode and 5-mode RED P60 drop-in, but are there 2-mode drop-ins (Low and High). Or should I just buy components and make my own?
1,3 and 5 are the most common for sale. I got VinhNyugen to make my red led dropin.

I'll soon make some Oslon red 1.4A drop-ins with a programmable driver, i. e. you can configure it yourself to 1-7 modes with whatever brightness levels you want.
Olson? I had to google that (had a neighbour with the last name Olson) what’s the colour temp on that led ? Is it 630-660nm ?

There are two options:
the simplest - buy a ready-made drop-in and change the driver board to Nanjg AK-47A (if 1A is too much, unsolder one of AMC7135 chips to get 700mA). Solder bridge to the 4-th star to get lo (10) - Hi (100) mode sequence.
or another option (a little more complicated) - create drop-in yourself. Use the same Nanjg AK-47A driver + some RED Cree XR-E, XT-E or XP-G LED on 16mm MCPCB + appropriately sized P60 drop-in
