After reading these posts we have the usual suspects;
The Lawyer
The anti-gov’t paranoids
More lawyers and maybe some irs types
and then just the casual users.
In other words, pretty much the makeup of guys at the local bar 
Really all the comments are great. Good info to be had.
Getting back to my OP, what bothers me about this re-certification if you will, is that Paypal already has done verification on who you are by making you verify your bank account when you set it up and thereby you already had to give the “anti terrorist” info to the bank in the first place.
No need for them to have my date of birth or SS# or tax #
I just like to use money that I got say from selling some spare go cart parts for whatever tickles my fancy on a whim, call it fun money, for things I need like the headlight bulbs that I ordered 3 days ago.
Now it is much easier and fun to just use that money instead of digging into a credit card.
If ordering from an overseas shop I will probably use the Credit card as an extra form of leverage but for day to day things using the small balance is nice.
No big deal now, the balance will just get shipped to bank and can be pulled back if wanted.
I have just put my foot down on giving info out willy nilly.
Refuse to give SS # for any job apps unless they are making a firm offer for instance.
Too many data breaches anymore and I am the only one that can control what I can control, the rest is what it is.
