Got some 3400 Panasonic cells from Fasttech and there is plastic wrapping around them.
I assume that should stay on or………?
I only have XTAR 18700 and on thiose the plastic is not as visible (black batteries might explain it)

Don’t remove them. The plastic wrapping acts as an insulator to prevent a short.
u mean the clear one packing one ? not the green one or greey one ![]()
Protected cells are wrapped twice, one from battery producer, and another from whoever adds the protection circuit.
In your case, the secondary wrap is purposely using clear plastic to show what battery is inside. Do not remove that clear plastic wrap.
