The osram whiteys put out a lot of heat, more than high cri SST20 and much more than XPL HI.

Don’t agree.
I own an Acebeam TK16 and yes, it does get hot, but that is a very small light.
My BLF A6 with SST20 gets burning hot as well in no time, and it even performs less then a XPL-Hi.
So if you get a proper host with enough thermal mass, it shouldn’t be to much of a problem.
How do w1 react to lowering the PWM?

What do you mean lowering the PWM?

wrong this depends mostly what type of driver is used
Best is here to use sort of linear or Buck drivers to set a fixed 7A per LED
the LEDs run on very low voltage, so a buck driver will even produce less heat than linear
7Ax3x3.2V → 67W electrical consumption
about 20% leaves as light so ab bit over 50W heat
if you DD that on a soft cell like NCR18650 with not bridged springs the total current will be a lot lower than 21A

Is this with the standard BLF driver so the SST20 is directly driven through a FET?

Yes, the standard A6 driver

Single sst-20 on DD gets too mit ch current lumens droppng again
