You can’t really refresh lithium ion like with nicad or nihm batteries once they wear and lose capacity its not coming back. Aldo a cell has higher resistance when depleted, when its fully charged the resistance will be lower. I’d day once a cell goes over 120-130 I’d recycle it. But if the cell still works for you then great still use it. For me when a 3400mah cell drops to about 2500 I recycle it. A 2500-2600 cells goes below 18-1900 I recycle it etc. You talking about hundreds of charge discharge cycles before they wear out. Old worn cells can develops dendrites inside. But you know when there done. If I do keep a old worn cells I use them for real light duty low mah stuff like a night lights for bedrooms and hallways. Instead of adding charge discharge cycles on my good cells.
