You probably need to brush up on your terms - Q5 is a brightness bin, not a type of LED. Q5 is not an available brightness bin for Red, the bins listed on Cree’s datasheets are M3-P3 for XP-E and N3-P3 for XP-E2. XP-E2 of the same bin should be brighter than XP-E.
Here is a red Cree LED on a 16mm MCPB from the US - Mountain Electronics CREE Red XP-E on 16mm AL MCPCB but he’s out of stock.

The best bins probably are not available on MCPBs, you’d have to purchase them through sites like Cutter.com.au or Digikey, Mouser, etc and then reflow them onto a 16mm MCPCB yourself. There are plenty of tutorials around here.
Cutter has Red XP-E2 P3 on 20mm MCPCB.
Digikey has loose Red XP-E2 P3 LEDs without MCPCB
You’d have to purchase an MCPCB to reflow those onto, such as a 16mm Noctigon from Richard or Hank in the US and China respectively.
