Sorry, but I do not have the knowledge to understand the tables re the 1A and 3A values.
I have no idea what my lights draw so am not sure how much remaining capacity my batteries have.
For example I have an Ultrafire 2100 light that I am running in the LOW mode to see how long it will run and be useful. After 8 hours with no detectible reduction in light the Trustfire Flame 3000mah battery is at 3.82V. I assume that it has about 50-55% remaining. Is this about right?

1A and 3A refer to amps, watts (power) is volts x amps, li-ion put out 3.6-4.2V depending on charge level, and the higher the amps drawn in a flashlight the higher the brightness.
3.8V would suggest 40-50% charge remaining

Here is open circuit “Resting” Voltage for Li-ion:
4.3 volts = OVER CHARGED!!! (WARNING: Defective charger, discontinue it’s use!)
4.2 volts 100%
4.1 about 90%
4.0 about 80% (I usually top them up back around here)
3.9 about 60%
3.8 about 40%
3.7 about 20%
3.6 empty for practical purposes
<3.5 = over-discharged
Continually discharging below 3.7v down to 2.7v PTC cutoff will damage cell and reduce life.
“0” volts means the Protection Circuit has been tripped
