That light doesn’t exist. You will need to make some compromises. What features are you willing to omit?
I have a similar preference list and have had to make compromises. The UT01, E11 and EDC05 all have manual power lockout with a 1/4 turn of either the tailcap or head. No need for a click switch, although one would be kind of nice. But click switches can and do fail. So as a scout coordinator I prefer the added fail proof nature of a simple twist cap. I don’t find it that awkward to use.
To get around the charging cable I pack carry an olight magnetic charger. Yes its an extra cable I have to carry, but it weighs next to nothing, packs down really small and has been absolutely reliable. I use it at home too every now and then. Works with all kinds of cell chemistry too. Biggest benefit is it takes charging out of the light and as a result keeps the light itself small, compact and the omission of a plug port is one less water intrusion point.

I also prefer to use 14500 cells without protection circuits or re-charging ports on them, hence my charging choice above. An upgrade to 14500 cells with micro USB port is something you should consider… that will meet your micro USB cable requirement.
The Jetbeam E10R meets most of your requirements, It has a way to electronically lock out, or you can twist the tailcap if parasitic drain is a concern. Its longer than the UT01 though so you pay the size penalty for built in charging. The mobility versus capability compromise… this theme comes up in every gear-related discussion.
