A friend of mine is looking for a p/p rifle scope, sth like 4x32 or sth like 3x9 variable, if i got him rigth with that one. Which options are there?

Leupold FX-II 4x33 would probably be your best bet. Not terribly expensive and close to the same specs as you need. I have an FX-II 6x36 on my savage .308.
The question is, what does he have access to in the far side of Europe?

It depends on what type of hunting you are planning to do. Long range (150-300m) or short range (<150m)?
A variable 3x9 is more flexible and a large optics like a 42mm or larger will bring in more light during dusk.
Leupold and Vortex are excellent but are pricey. If you are on a budget, Bushnell are good.
