I used a variety of lights up to the mystical 1,000 lumens when I was a bike commuter and found that was enough light to get people’s attention. Aiming the light a little lower and mounting on my helmet helped attract the attention of the people too busy concentrating on their phone than their driving, I could easily shine it in their direction to achieve the desired effect.
One light I really liked was the Light and Motion Vis 360. It was only rated at 250(?) lumens was brighter than it seemed and had an integrated tail light. I think they quit making it years ago but it was a great idea.
