I got a Sinkpad-II Gen2 20mm and I get a short circuit between the copper and minus of the LED
I cut the path from LED pad to the wiring pads but it is still connectod to the base
I removed the LED that I reflow soldered on it just 10 minutes before
there is no solder which makes the short circuit
LED works fine I tested on 2.8V power supply after I soldered it
just in my light its DD for the LED because the driver cant do anything
Did you contact the place you bought the Sinkpad board?
If the seller is available they might be the place to start asking for a warranty replacement.

Could possibly also be a short between the LED earth on the MCPCB and the reflector.
Its the bare board I can measure it with the LED desoldered laying on my table
