23mm diameter is going to be basically impossible when the diameter of the battery is 21mm. That would leave a maximum wall thickness of less than 1mm after accounting for clearance between the battery and wall.

Also, 92mm long leaves just 22mm for the tailcap, springs, driver, LED, optics/reflector, and glass.

The shortest 21700 light I can find is the Zebralight SC700, which is 108mm long, but has a 38mm head diameter.

The Acebeam EC65 is 114.5mm long, with a 27mm tube and 30mm head.

The Rofis MR30 is 126mm long, with a 29.8mm bezel.

Those are the most compact 21700 lights I can find at this time. While there are likely to be more compact options in the future, I still think your size requirements are going to be unreasonable.
