I’m looking for sub $20 18650 compact-ish light recommendations - the closer to $15 or sub $15 the better.
Hopefully something without heat issues/regulated … something friendly to an average flashlight user / non-flashaholic. Something approximately like P60 size or Yezl Z1/UF-2100 size.
Am I asking too much?

Heat is the bi-product of a lot of the light its putting out, and the more heat you can feel the better job its doing at drawing the heat away from the LED and destroying it so its not necessarily a bad thing.
I would say anything thats not driven too hard though would be good for you, maybe for a non flashaholic I wouldn’t really recommend 18650s either.
But if you are after something that takes 18650s anyway, look in around the 500-600 lumen range and that should only just get warm depending on the LED. A XM-L should be under-driven and preform quite well in that range.
