Targus pre-charged AA nimh question

First off, thanks for a great forum!

I picked up a 4 pack of Targus AA pre-charged NiMH cells on clearance at Target today. Price was 6.49 marked down from 13.99. Package states 2200Mah, and they measure 1.26 volts out of the package. The top has a white band around the button, but the card in the blister pack reads "Made in China".

Given the white top, could these actually be Sanyo Japanese made "Targaloops" or they actually a Chinese made cell as stated on the package?

They are almost certainly Chinese cells as it says on the packaging - there are laws about that sort of thing.
