I don’t know what that means. Is it a measure of a light kissing an object at that distance from complete darkness? Otherwise, I can’t see anything remotely portable that you can actually see something to a useful degree.
I love the white water tower as a test. It’s meaningless.
Anyway, that’s just my opinion.
