Not sure if you’ve misunderstood, this is a 10A fuse; 100kA refers to the interrupting rating - the amount of current it will take without exploding in your hand 
10A high rupture capacity fuses rated at 100kA are not expensive? Genuine Bussmann for Fluke meters are only a few bucks (I’ve blown enough, don’t ask
) and I’m sure these are generic Chinese HRC fuses at significantly lower cost.
The fact is I wouldn’t trust the Cat rating on most of these cheap Chinese meters, I would think twice about exposing one to domestic mains voltage, let alone industrial power and the energy available there. What they do seem great for is the home gamer, for use on electronics projects where they seem very capable and accurate when used correctly.
