I got these batteries from manafont.

They came at 3.78V. I will test capacity tonight. They look really nice and the wrapper does not seem brittle. http://www.manafont.com/product_info.php/sanyo-protected-18650-high-capacity-rechargeable-battery-1pcset-p-9322

I saw these yesterday and wondered about them. I will be interested to learn what you think of them.

Like any budget gear from China, what was good a few months ago may be crap today. I have not discharge tested them yet but from charging them up I know they will be good.
