My guess: For some combinations of weight and size, stamps are cheaper.

I have received a box from nkon.nl with stamps all covering every side of the box. The box dimensions was about 20x25x20cm
The reason was: The stamps has an expire date and they have used them to do cheaper shipping.
The order was 4xC, 4xAA batteries and a few AA cases.
