The sad thing is that quit often the HOA has the power to make your life very difficultā¦ in some cases Including forcing the Bank to foreclose on you mortgage. So it is funny, until it is not.

I donāt get why Americans choose HOAsā¦ Do you have to mush āfreedomā so much that, to make up for it, you choose to be governed by Karens who care about how your lawn looks?
As a European, this is absurd to meā¦ We already get this level of paternalism from our government, so we donāt need private HOAs on top of that.

Many HOAs are downright terrible.
I would hate to live under one of those, and in fact, the best way to prevent that situation is to avoid HOAs like the plague.
That said, the majority of newly built homes in the U.S. are in an HOA. 
They donāt choose, in many counties itās ILLEGAL to build a house without HOA juristiction. Land of the freeā¦not.

Itās the developers. They build cookie-cutter housing, and still own the houses until individually purchased. And you canāt buy one without signing up for the HOA.
Ostensibly, they do that to āprotect their investmentā and keep one house from going ghetto, another from going Party Central, yet another from going meth-lab, etc.
Iām just amazed that with all the HOA nightmare stories out there, that board members donāt routinely ādisappearā and end up planted somewhere in a nearby swamp.

Only about 30 percent of homes in the US are in HOAās. New home construction is quite high 80ish percent or something like that. It is in fact not illegal in any county in the US to build a home without an HOA. Just not true that many counties have that law.
People still buy homes in HOAās. Seeing, reading and knowing what kind of hell they can bring upon you. They still sign up for it anyway. Sorta like Google, they just tell ya they are going to take your data and sell it, people still click I agree and think nothing of it until you have to.

Or better yet, someone at the makerspace botched the recipe for a DIY nitrogen laser which - in addition to being a jumble of badly laid-out HV components just trying to kill you - spat out enough UV to express-suntan more than a few bystanders and ruin some adjacent plastic objects.
As Lightbringer laid out, HOAs usually are a creature of new developments, created by the property developer and (legally) in place before the first home is sold. Thus the āchoiceā is a matter of whether or not you buy a new home at all. Once created they are exceptionally difficult to dissolve, and in cases of developments with community property a HOA-like entity is required to exist for its upkeep. Municipalities love 'em because they drive up property tax valuations through enforcement of āstandardsā that the city could not possibly mandate.

In my city, itās possible but very difficult to find a house that isnāt in an HOA. You either have to have a massive bank account to build new on the edges of town or afford the old houses on large plots of land from 25+ years ago. And I have hated every HOA Iāve ever had to deal with. Whatās worse is a lot of the time the HOAs are managed by a company that specializes in managing HOAs. Itās a true nightmare.
