Only way you're going to find them budget priced is to look at used restaurant sales. There are companies that specialize in selling off furniture and fixtures from closed down eateries.
They only come from France as the guy who invented them is French. And his company is the only one authorized to manufacture his formula for the silicone/fiberglass/magic wholesome goodness that is Silpat. Which absolutely rock, by the way. Not the last restaurant, but the one before that I worked at had these, and they were magic. If you like baking, maybe consider getting a couple.
