Aliexpress dispute, don't understand if I should press this button or not...

Aliexpress dispute, don't understand if I should press this button or not...

I have some Aliexpress disputes going on after two sellers was selling me fake “Xiaomi” 16000mAh powerbank, that was a crappy max 5000mAh with pink unmarked batteries with a max real capacity of 1000mAh. and the PCB board was so small that it could not have any safety features at all.
So I dispute.

First I was offered $5 back on each package that I paid $35 for (3 x power banks). Today they raised it to $15 per package.
Still, since the items are so crappy, I can’t use them, I would not risk using them, so It’s not fair that I have to pay most for them selling fakes ones.

But back to my question, today my dispute page looks like this, should I press the first button to refuse the offer, or is that button to stop that I have sent the dispute to Aliexpress so they decide?

Had a feeling, but Google translate did not help me, and I did not understand the word. Tnx for the help.
