Can’t seem to access it, anyone else having problems?
Not having problems. But in USA so may be the international version for you.
PayPal loads for me. 
Just tried it, and it’s working at the moment.
I notice that the look of the site is slightly different from last week, they’ve changed some of their graphical elements.
They’re also bugging me to use Google single sign-in (no way, no how, my usernames and passwords are different for a reason).
Maybe there was a glitch with those updates and that’s why it didn’t work for you earlier?
