Any old PC PSU will be cheaper and better than most commercially available stuff. There are plenty of instructions online.

A 12V 5A device will do fine, or an old PC PSU

Xtar 18700 2600MAH are probably one of my favorites. I reallly like the Trustfire Flame 18650 2400MAH from buyincoins on ebay. He sells them as a pair for $9.49. And they are very good batteries. The Hi-Max 18650 2600MAH are super batteries as well. Any of these would be about tops form what I have seen and should compete at the top of the charts for overall performance.
I like my Xtar WP2 charger that I have for me and my son. I have been wanting to get a Trustfire 4 cell charger n ebay for under $17. I hear they are very good too.
