Every order that has tracked shipping (when ordering I select shipping option with tracking and pay extra 2-3-4$ for that) when it is delivered to my local post office requires signature to be hande to recipient.
If I am at home and postman brings package I have to sign for it otherwise he will return that package to the post office and leave delivery note in my mailbox, I have to take that deliver note, go to postoffice, show it (together with my ID document) to the guy that works with packages and again I have to sign for it.
But this procedure is not the same in all countries. I think you will have better luck if you try to track particular post worker that delivered your package because they all have particular streets they deliver to, one guy always works certain region and every post office has quality assesment officer to which you can speak if you have a problem, he or she is obligated to find your package and find out who delivered it, when and where.

I think it’s still so relatively new (historically speaking), that it’s common to order high value consumer products, and have them delivered to your home. Many people in the US still don’t think that someone would walk up to their home in broad daylight, and swipe a package that’s only been there for a few hours or less. Also, most post offices and delivery company locations simply don’t have the space to hold many packages for pickup.
