Taking into account start-up energy and the decrease in the life of a lamp or bulb, my rule of thumb is turn off fluorescent lights if you will be out of the room for 15 minutes or more.

I came here to say this, for CFL its more cost effective to either not use it for short on/off (use Xtar Moon RC2 nowadays in this case) or leave it on because the life is incredibly shortened when used on/off. Basically less an hour each use is like throwing away money. ONly 3 CFLs left, all the rest are LED now.
LED is very different, i turn off when leaving room unless i am coming back, and at 6 hours per penny even when i forget i’m only costing myself under a cent in lost electricity a day.
