This is a phenomenon demonstrating extreme ‘victims’ of progress. I think the term is a direct translation meaning ‘outstanding’ in negative fashion. It can happen in any part of the world as a sign of protest. Most recently seen in China which is undergoing rapid industrialization is this house left standing in the middle of an almost completed highway probably due to a compensation dispute :

Yeah I know what you mean. Eventually some cave in to pressure. But some even take it to the grave…like this family did for seven months where a 33-foot mound of earth containing the tomb, the sole survivor from a cemetery that had previously occupied the site, had stood at the center of a building project in the city of Taiyuan, Shanxi province. According to local reports, the family did not fulfill their agreement with village officers which had required them to move the tomb before December 15, saying instead that they were waiting for an auspicious date to perform the relocation.
