Cheap charger precautions?

And, what precautions, if any should I take?

Yup, very cheap indeed.

Some precautions would be to make sure the charging voltage isn’t too high. (>4.20V)
Another thing would be to watch out for some dangerous circuitry that could route the mains voltage into the circuit or into your hand.

I wouldn’t trust that charger…

If you need something really inexpensive consider the Miller ML-102, is about $5

I have found that the big issue with cheap chargers is that they don’t work.

This is not entirely true. They work most of the time very well at being extremely dangerous.
