Best charger under $40 for cheap AA batteries

Hi all, greetings from Chile.

Is possible to know opinions about the best charger under USD $40 for cheap AA batteries (Enecell) ? (I have many of these batteries and need to use them, in the future I will buy better ones but not for now)

I would love a smart one that give me good info about the batteries.

This one is pretty good. Only runs from mains AC though - no 12V car option like some of the others. Smart charging with individual cell control and status reporting.

Not quite a Maha C9000 but good for the price $27 approx.

Im not interested in 12v car charging so that isnt a problem!

C3100 is a analyzing charger, D4 is just a charger.
