There are no OEM lithium ion battery manufacturers that want to sell directly to consumers. They go out of their way to say that consumers should not be handling their batteries.
They could be referencing portable battery packs for charging phones and laptops. Or maybe just alkalines. Or possibly some of the things that are in some vape shops.
I think this is directed at battery packs, not our individual round cells. Ten to one Apple and Dell had a lot of complaining to do, but we see loads of aftermarket packs for power tools, vacuums, e-bikes, etc. that show thermal failures or worse.
