I just received a box full of Li Ion batts and they came USPS priority mail.
As long as the postal inspectors let it slide or the package isn't inspected, no problems.
Sounds like that only pertains to outgoing shipments, but does not mention banning incoming ones.

Seems that they just wont ship them over seas, but once they are already in the country they will handle them.
