I’m afraid the situation is common and item is simply not available.
Unfortunately it is happening in many stores. Your order pending for …… days, until you’ll ask what’s actually wrong - only then they offer refund or asking to wait even longer.
Only this month it’s happened in fasttech and hkequipment for me. Item marked as available! Actually not in stock.
Sad, but it is quite common way of trading.

He probably knows exactly what lights he has in stock.
And otherwise he will have many Paypal disputes to deal with.
