An LEP emitter certainly would reach out there. They tend to be pricey, though. Do you know of any models in the OP’s price range?
Probably your best compromise between performance and budget would be the L21B SFT40, that will put out 2000lm and 1000m of throw. Another good choice would be the M21A SFT40 with the 8A driver. It's a little more than the C8+, but not by much (I think around $35 with the battery), but it has the Amps to take advantage of the SFT40 and a nice 21700 battery too.

Just to confirm Correllux that it includes the word Mini even though it is the same as a full size FT03 and not the same as an FT03 Mini.

You’re standing on the porch of the 200 acre farm in the daylight and you want to go to the grocery store that’s 10 miles away and get five bags of groceries. You have a grocery cart that you can push there and not use any gas. You have a motorcycle with no side bags or other cargo capacity. And you have a pickup truck that’s going to use a good amount of gas but it’s going to get you there and back quickly and and carry the load. You’re standing on that same porch at night looking out over 200 acres of darkness. You hear a noise at a fence line a thousand meters away. If it’s a human you want to make them pee their pants. Can anybody say LEP. The current budget is not going to cause them to pee their pants. Don’t buy the wrong tool.

Yeah the current working title is “The pee boys”. They saw the main character head off for the grocery store pushing a cart an hour before sunset. Strapped to the cart was a $40 flashlight. They did not know that the lady of the house had an LEP. They didn’t even know what an LEP was. They were about to find out.
