This is one of the reasons i don"t buy from outside CONUS. Just to many thingh can go awry. Besides, they are to slow. Sorry about the run around your getting.

Never heard it with DX but as with others I've definitely heard and read of it before. I would say it's more common with US and European sellers shipping overseas then with Chinese/HK sellers and as has been stated it's done to reduce fraud. As for whether you want to go thru with it, that's up to you. It does seem a bit stupid for them to do it on an existing customer with plenty of orders to the same address but it's hardly surprising they implemented a policy of requiring it without considering exemptions for well established customers since it's fairly common.
