A strop is intended as the last step in the sharpening process or for maintenance (when you already have a very sharp edge that you just need to maintain).
It removes too little steel to be a sole sharpening tool.
It will polish your edge and give it a little extra cutting power - but the edge needs to be refined in the first place for it to work.
