Europe is a multitude of nations, this means there's little consensus in this shipping thing. Customers from nations like Spain, France, Germany and others can buy from FastTech or other asian sources because of railway shipping and TNT-PostNL. However, if we are to name each country and list all possible sources this can really become hard to maintain and turn out into a mess. This can be alternatively done by making a listing of sellers/retailers/sources and specify where they do ship, and please allow all of you to amend here with your contributions.

Edit: This appears to me to be an excellent resource of places to buy from. Barkuti mentioned that it my or may not apply to some countries in Europe. But as he also stated, it would be a huge undertaking to list each country individually.
That, as far as I am concerned; is where the individual buyer does his or her homework for their particular country. While you have provided the basic list of suppliers, it will be up to the buyer to determine if they do indeed ship to their particular country.
Then hopefully they will share that info here & you can add it where appropiate, if you so desire.

Fixed your messy post before quoting gzoom. In the simple post editor only the image link is to be set between exclamation marks, and you need a direct link to the image file. You may also want to resize to fit the image somehow, as lots of people do not care and just upload monster sized images which would screw up the forum layout. My recommendation is for you to learn and use the advanced post editor, which can also apply the simple post editor's emojis as they're just character strings:
You bought “LiitoKala batteries”, not genuine NCR18650Bs. This is key.
Check the international post above. If you wanna buy from AliExpress in my wise opinion stick to Aliya's or Lucky's. Sunway's is known to be good but is now calling their cells “Aerdu”, this already is twisting and can make your life harder if going dispute thus I do not like.
To finish this off, someone comments there on imgur “you shouldn't keep your batteries more than 6 months anyway”. You can tell that not so bright fellow cells can be used for years or even decades when properly taken care of.

Quality batteries last for a long time. I can’t tell about li-ion, but i have some Sanyo and Eneloops Ninh for more than 10 years and still work fine!
192led is very shady. They never reply to e-mails, provided inexistent tracking number. I filed a complaint to paypal.
Maybe is best not to advertise them anymore.
The actual problem here is PayPal's mandatory shipment tracking number policy. Tracked shipping is more expensive than untracked, and when margins are super tight that can be the difference between sales profits or not.
Your complaint is thus not due. I mean, you should revoke it and at the very least wait a couple months before submitting the first moaning gestures. Of course this is just my point of view.
Years ago this was no issue. Now if you shop on eBay it becomes clear super quick, or do you expect tracked shipments for less than $1 items? LoL!
