I signed up dec. 2003 but all I got was a message for celebrating 25 years of ebay. 
I’ve been aber since 2001 and the code didn’t work. I got a message saying something about 25 years, but no code in there.
Yea, I got the message but no coupon too.
So the cutoff is somewhere between 1999 and 2001.
If I had to guess, I would say the cutoff is in the year 2000, either on January1, or on their birthday. Whatever day that is.

The coupon didn’t work on my account registered in 2001. Looks like I just missed the cutoff date.
I can buy stuff on eBay and have it in 3-4 days. AE takes up to 30 days. I like AE, but eBay is better for some stuff.
