I flashed a new ATTiny85 and swapped it in, dealt with the wiring nightmare, got it all back together and the ramping now works fine. So the problem was in the MCU.
In the process, I now have the breathing side switch or heartbeat I believe TK calls it. 
I could probably use larger wires on the central XHP-50.2 (3V) as I only have 22 ga running to it now, but the hot spot balance to spill is nice so I don’t think I’ll worry about it. This one isn’t put together for absolute max output anyway, with a mix of emitters and tints it’s a blend of both output and quality of light. Hopefully now I won’t have any more issues with it….
Edit: Samsung 25S cells all charged, contacts cleaned with DeOxit Gold, it shows .3 lumens in Moon and 22,100 lumens in Turbo. I’ll take it!
