There should be a screw to tight hold transistor against radiator. Here is missing. Metal clamp is not trustworthy. Also there is no thermal paste as it seems.

There is a metal clamp, this is a very good solution, it cannot be overtightened and due to the spring force it will always press the transistor against the heatsink.
