It’s a bit dated, but if you can still get one, the Nitecore EC4 series was/is awesome. It’s a pair of over’n’under 18650s in a unibody light, so thermal performance is among the best I’ve ever seen. It’ll run a flat 1000lm or whatever it’s rated at, absolutely flat from just-out-of-the-charger 'til last-gasp on the cells.
No need for fans, ridiculous fins, etc. And it feels damned good in the hand and has a great UI to boot.
I’d get a headlamp for search and rescue for sure. There’s no point having to hold a flashlight in hand for hours while combing the woods and mountains. The good ones have large surface area and cooling fins and can sustain their max lumens with just cooling from walking. $500USD (once you subtract the VAT) can get you a Lucifer Ultra (8000 lumens) or Lucifer X (5000 lumens). A LEDX Mamba is 4500 lumens sustained/5000 boost, and also under $500USD subtracting VAT. Lupine is more expensive and $500 will only get you a 2400 lumen headlamp. There’s also a Silva Spectra 10,000 lumen (not sure how well that is sustained) headlamp half price on the USA site for $375. To run high lumens for a long time (like a work shift searching), you need a big battery pack - the 6-cell/8-cell Lucifers are 72Wh/96Wh, the Silva 96Wh, and you can get a LEDX Mamba with 141 Wh.
Of course, I also use a headlamp, but I don’t need such a powerful one. Rather, just for orientation at close range and, of course, for the reason of being seen nonstop. And when crossing terrain where hands are needed. Reading signs, navigation etc. A headlamp is a must-have. But for scanning the terrain it is basically just as an “add on”. Depends on the scope and structure. Anyway, a good strong FL is also necessary.
