That would be the big plastic insulating ring next to the brass conductor ring in the head being held in by 3 phillips screws. It is taller than the brass conductor the positive posts contact, so the thrunite proprietary batterey has talller center button post than most batteries to be able to make contact while still preventing a short by the negative on the positive side which touches the black insulator ring in the head. Have you tried to insert other 21700 button top batteries like the orbtronic ones? I have, they will not work until I removed the black insulator ring.
